Abstract

This paper introduces an Intelligent Operations approach, using payer operations as a case study, that integrates claims and population data to support two core functions: (1) secure claims intelligence, which governs data provenance and quality, and (2) population care coordination, which ensures that care delivery aligns with the needs of the covered population. When an organization or government deviates from these two guiding principles, it must identify the operational changes required to restore them.

Intelligent Operations is grounded in the principle that data—handled with appropriate attention to confidentiality and security—should be used to align private-sector operations intelligently and securely with their supporting mission objectives. While these concepts generalize to any organization whose operations are shaped by data, this paper focuses specifically on payer operations: entities responsible for financing the delivery of health services through paid claims. Payer operations serve as a particularly suitable case study for Intelligent Operations because their core business functions depend on external data drawn directly from the population they coordinate.
